Weixin Privacy Protection Guidelines

To better safeguard your rights, we have updated the Weixin Privacy Protection Guidelines (hereinafter referred to as these "Guidelines"). The update of this version mainly focuses on:

1. In Chapter 1 "Information We Collect and Use", we have updated the personal information processing rules for various functional scenarios, including adding friends and managing Weixin Contacts, Official Accounts, Service Accounts and Photo Accounts, WeRun, search capabilities, Scan, and Weixin Stores. We have also updated the personalized recommendation mechanism descriptions for these features.

2. In Chapter 2 "Information Storage", we have updated relevant descriptions regarding the location of information storage.

3. Corresponding adjustments have been made to other content based on changes in functional interactions, such as updating the user rights-exercising operation guidelines in Chapter 5 "Your Rights".

Introduction

Weixin is a social product operated by Shenzhen Tencent Computer Systems Co., Ltd. (registered address: 35/F, Tencent Building, Kejizhong 1st Road, Maling Community, Yuehai Subdistrict, Nanshan District, Shenzhen; hereinafter also referred to as "we" or "Tencent"). (The “Weixin” in these Guidelines refers to the product distinguished from its overseas operation version, namely "WeChat". Weixin users and WeChat users are distinguished by mobile phone numbers: users registered via mobile phone numbers from the Mainland of the People's Republic of China are Weixin users, while others are WeChat users. The personal information processing activities and protection involved in these Guidelines specifically target Weixin product services.) To explain how we collect, use, and store your personal information and what rights you enjoy, we will elaborate on relevant matters through the Summary of Weixin Privacy Protection Guidelines and these Guidelines, with the key points being as follows:

1. We will explain the types of your personal information we collect and their corresponding purposes one by one, so that you can understand the categories of specific personal information we collect for a particular feature, the reasons for use, and the methods of collection.

2. When you use certain features, we will collect your sensitive personal information after obtaining your consent. For example, when you use the “Find Mobile Contacts” feature to add friends from mobile contacts, we will collect your mobile contact information. Unless collection is mandatory under relevant laws and regulations, refusing to provide such information will only prevent you from using the specific features concerned, but will not affect your normal use of other features of Weixin.

3. We will not proactively share or transfer your personal information to any third party outside of Shenzhen Tencent Computer Systems Co., Ltd. If there are other instances of sharing or transfer of your personal information, or if you require us to share or transfer your personal information to a third party outside of Shenzhen Tencent Computer Systems Co., Ltd., we will directly obtain, or confirm that the third party has obtained, your explicit consent for the aforementioned acts, except where laws and regulations provide otherwise or where it is necessary to protect user rights and interests or the security of Weixin's ecosystem. In addition, we will conduct risk assessments on the provision of information to external parties.

4. We will not proactively obtain your personal information from any third party outside of Shenzhen Tencent Computer Systems Co., Ltd. If, due to business development needs, we obtain your personal information from a third party, we will verify the legitimacy of the source in accordance with the law, or explicitly inform you of the source, type, and scope of use of your personal information prior to obtaining it. If the personal information processing activities required for our business exceed the scope of the authorization and consent you originally provided when providing personal information to the third party, we will obtain your express consent before processing such personal information. Furthermore, we will strictly abide by the provisions of relevant laws and regulations and require third parties to guarantee the legitimacy of the information they provide.

5. You may access, correct, copy, and delete your personal information through the channels and methods set forth in these Guidelines, and you may also exercise privacy features such as withdrawing consent, canceling your account, filing complaints and reports, and setting Personalized Ads.

6. In order to collect your information under these Guidelines, or to provide services to you, optimize our services, and safeguard the security of your account, we will need to request relevant permissions from you; among these, sensitive permissions such as contacts, location, camera, microphone, and photos will not be enabled by default. We will only call upon or use them within the scope of your consent after you have given your express consent. For permissions you have already granted us, you can also query the types of system permissions that we have called or used and the purposes of use under "Me - Settings - More - System Permissions", and perform unified management.

It should be specifically noted that our obtaining a particular sensitive permission does not mean we will necessarily collect your relevant information; even if we have obtained sensitive permissions, we will collect and use your relevant information only within the necessary scope and during the period you use the relevant services or features in accordance with these Guidelines.

1. Information We Collect and Use

During your use of Weixin services, we will collect and use information that you actively provide when using the services or that is generated due to your use of the services in the following ways:

1.1 When you register for Weixin services, we will collect and use your name, profile photo, mobile phone number, and Weixin ID. These are collected to help you complete Weixin registration, use Weixin's social and other features, and protect the security of your Weixin account. The collection and use of mobile phone numbers are to satisfy the real-name identity authentication requirements of relevant laws and regulations. If you do not provide such information, you may be unable to use our services normally. You may also choose to fill in your QQ ID or email address in the Account Security settings based on your own needs. In addition, you may choose to provide us with your voiceprint feature data to use the Voiceprint feature. Such information constitutes sensitive personal information; refusing to provide it will only prevent you from using the Voiceprint feature, but will not affect your normal use of other features of Weixin.

1.2 When you use Weixin services, to ensure your normal use of our services, maintain normal service operation, improve and optimize our service experience, and safeguard the security of your account, we will collect and use the log information of your device model, operating system, device identifiers (such as AndroidID/OAID for Android, IDFA/IDFV for iOS), login IP address, Weixin software version number, method, type, and status of network access (such as SSID and BSSID), network quality data, device accelerometer (such as gravity sensors), operation logs, and service logs (such as records of your searches and views in Weixin, service failure information, and referral URLs). Meanwhile, to prevent viruses, Trojan horse programs, or other malicious programs and websites, we may collect information regarding application installations/uninstallations on your device, processes currently running or memory data to prevent the leakage of your personal information.

To safeguard Weixin platform operations and user account security, during your registration/use of a Weixin account, if we identify security risks in your Weixin account (including the mobile phone number used for registration/binding), we may collect your ID card number for real-name verification in accordance with the provisions of relevant laws and regulations.

When your Weixin account encounters security risks or related operations involve account security (such as password recovery, new device login, applying for account unfreezing/unblocking, etc.), we may require you to fill in your real name and ID card number and perform verification via "face recognition" to confirm that the account is being used/operated by you personally.

1.3 When you use Weixin services, you may add friends or WeCom contacts by searching for Weixin IDs, mobile phone numbers, or by scanning QR codes. When you use the "Add Contacts - Mobile Contacts" feature within Contacts, we will apply for permission to your Contacts and, upon obtaining your authorization, access your mobile Contacts to recommend to you mobile contacts who have already registered Weixin accounts.

To provide you with Weixin instant messaging and social services, we will save your friends list (Contacts list) and WeCom Contacts list to Weixin Contacts; you may also save Group Chats to Weixin Contacts. You may also, according to your own needs, choose to fill in details for friends or WeCom contacts, including Alias, Mobile, Tags, Remark, Photo, etc. The aforementioned information will be uploaded and stored on our servers so that you can use it when logging in to Weixin on other devices and use Weixin services more conveniently.

1.4 When you use the Moments feature, to allow your friends to browse the content you share, we will collect, use, and display the text, photos, videos, location information (to realize the positioning function, we will collect and use your device's GPS information, WiFi information, carrier base station information [CellID], and Bluetooth information; the same hereinafter) that you post in Moments, comments, likes, and Moments cover according to the rules you set. You may delete your Moments information at any time. Unless by your own choice or in compliance with the requirements of relevant laws and regulations, we will not provide the aforementioned Moments information to external parties or use it for purposes other than this feature. You may set the visibility range of your Moments in "Settings" - "Friends' Permissions" - "Moments".

1.5 When you use Official Accounts, Service Accounts, or Sticker Accounts features, to better provide you with relevant services (including those based on system and information security, and false message identification) and more convenient, high-quality, and personalized services and content, we will collect and use records of your following, unfollowing, and interaction with Official Accounts, Service Accounts, Sticker Accounts, and Channels, as well as your operation records such as reading, underlining, watching, favoriting, liking, and sharing of content, and Floating Window management (adding to/removing from/closing Floating Window), your search history, and IP address. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You may manage personalized recommendation services by tapping on the person icon in the upper right corner of the "Official Accounts/Service Accounts Messages" page - "Settings" - "Personalized Recommendations of Official Account Content / from Service Accounts" toggle.

Your friends may browse your Liked (Heart) content. If you do not wish to display this to your friends, you can cancel the Like (Heart). Unless otherwise specified in these Guidelines, Likes for Official Accounts, Service Accounts, Sticker Accounts, and Channels include Likes (Thumb Up) and Likes (Heart). Likes (Thumb Up) are only visible to yourself, while Likes (Heart) may be displayed to friends.

To provide you with location-based related services (including location-based content recommendations and distance display), we will collect and use your location information after obtaining your consent. When you use the Official Accounts, Service Accounts, or Sticker Accounts features, if you do not consent to or withdraw authorization, location-related functions may become unavailable, but this will not affect your normal use of other features of Weixin.

Where the operator of an Official Account or Service Account needs to obtain your personal information through Weixin when providing services to you, we will provide your personal information to such operator after obtaining your express consent, within the scope agreed upon in the interaction page. You can manage relevant information on the homepage of a specific Official Account/Service Account by tapping the "…" in the upper right corner then "Settings" (e.g., turning off the provision of your location information).

1.6 When you use the Mini Programs feature, to better provide you with relevant services (including for system and information security purposes) and personalized service and content recommendations, we will collect and use operation records such as your login, browsing, and usage of Mini Programs, adding to/removing from "My Mini Programs", and Floating Window management (adding to/removing from/closing Floating Window). We will automatically analyze this information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services by tapping "Discover" - "Mini Programs" - person icon in the upper right corner - "Personalized Recommendations for Mini Programs" toggle.

Where a developer needs to obtain your personal information through Weixin when providing Mini Program services to you, we will provide your personal information or a Weixin API through which your personal information could be accessed to the developer after obtaining your express consent, within the scope agreed upon in the interaction page.

You can also manage the information or APIs provided to the developer on the Mini Programs settings page. We will assist in notifying the developer to delete your personal information or stop providing your personal information to the developer through the relevant API after you disable it, according to your instructions.

1.7 When you use features such as People Nearby, Radar, Join Private Group, and Mini Programs Nearby, we will record your location information after obtaining your consent to provide such services to you. Refusing to provide such information will only prevent you from using the aforementioned features, but will not affect your normal use of other features of Weixin.

1.8 When you use the WeRun feature, we will obtain health and activity permissions, collect and display your step count information, and allow comparison and Like interactions with friends after obtaining your consent. Refusing to provide such information will only prevent you from using the WeRun feature, but will not affect your normal use of other features of Weixin.

If you wish to display information related to your wearable devices on the WeRun page, you can initiate a connection on your wearable device or via "WeRun – Add Data Source", and we will apply for corresponding system permissions and obtain your consent. If your wearable device supports WeRun integration, we will collect and display corresponding information (such as device name, health data, activity records) to you or your friends (applicable when you join rankings).

1.9 When you use the Top Stories feature, to provide you with more convenient, high-quality, and personalized services and content, we will use the operation records of your following, visiting, interacting with Official Accounts, Service Accounts, Sticker Accounts, and Channels, as well as reading, playing, liking, sharing, commenting, and favoriting content. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can turn off the personalized content recommendation services by tapping "Top Stories" - person icon in the upper right corner - "Settings" - "Personalized Recommendations" toggle.

1.10 When you use search capabilities in Weixin (including Search, Search Official Accounts, Scan, Fingertip Search, Image Search, Search Mini Programs, AI Search), we will collect your location information after obtaining your consent to provide you with more precise location-based search services. Refusing to provide such information may prevent you from using the aforementioned features or achieving the intended effects of location-based services described above, but will not affect your normal use of other features of Weixin. Meanwhile, to display more precisely matched search results, we will collect and use your Recent Searches (including search content and visit records of search results), visit records of Mini Programs, and operation/transaction records (such as following, visiting, reading, underlining, playing, favoriting, sharing, liking, evaluating, adding to cart, receiving/sending gifts) within Official Accounts, Service Accounts, Sticker Accounts, Channels, and Weixin Stores. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized search services by tapping "Discover" - "Search" - "..." in the upper right corner to enter the Privacy and Feature Management page - "Personalized Search Result Display" toggle.

1.11 When you use Weixin’s Voice Input, voice and text conversion (including Convert to Text and text-to-speech), Search Images in Chats, as well as translation (including translating chats, Moments text, text in images, and the Translate feature) and OCR features, we will collect your voice information, voice/text information to be converted, search terms used in Search Images in Chats (excluding the images themselves), information to be translated, and text in images to be extracted, which is necessary to realize these functions. We process this data in real-time and return the results to you without saving your data (unless you proactively provide feedback on translation errors, in which case we will collect information you feedback as necessary to solve your proposed problem in the feedback).

When you use Weixin Scan to recognize content (including QR codes, plants, animals, or products), we will collect the scanned content to provide you with recognition-related services. When you use the features of Receive Photos & Files Nearby, or Import and export chat history (phone/tablet), we will collect device information such as the OS type (e.g., iOS, Android) and device name to connect devices and provide you with the corresponding services.

1.12 When you top up in Weixin or use WeBeans, we will collect your top-up order information and usage records, which is necessary for providing you with this feature. For more information on WeBeans, please refer to the WeBeans Top-up Agreement.

1.13 The Weixin Pay feature is provided to you by Tenpay Payments Technology Co., Ltd. (hereinafter referred to as "Tenpay"). When you activate Weixin Pay, Tenpay will collect your real name, ID card number (or other legal identification document number), bank card details (type, number, and validity period), and the mobile phone number registered with the bank. When you use Weixin Pay, Tenpay will also collect your relevant transaction orders and payment records to facilitate your inquiry. Refusing to provide such information will only prevent you from using the Weixin Pay feature, but will not affect your normal use of other features of Weixin. For more details on the privacy policy of the Weixin Pay feature, please refer to the Tenpay Privacy Policy.

1.14 When you add a WeCom contact, join a WeCom group, or use other features interoperating with WeCom (such as WeCom Docs, WeCom Meeting), the enterprise entity (the "WeCom User") where your WeCom contact belong may collect and use the following information: account information such as your name and profile photo, chat history between you and the WeCom contact, and other data that you proactively disclose to the WeCom User. When you choose to use WeCom interoperable services, you can learn about your rights through product interaction prompts or the data protection policies displayed by the WeCom User. For example, after you successfully add a WeCom contact or join a WeCom interoperable group, you can tap "Learn More" on the chat page to learn about relevant personal information processing rules and configure your personal information privacy settings. You may refuse to use such interoperable services, which will not affect your normal use of other features of Weixin. For more details on the privacy policy of WeCom, please refer to the WeCom Privacy Protection Guidelines.

1.15 When you use the feature of interoperability between Weixin and other software or hardware, the provider of such other software or hardware may obtain relevant information that you proactively provide, disclose, or transmit in Weixin after obtaining your consent. You should fully understand their product functions and personal information processing rules before making a choice.

1.16 When you use Channels to browse videos and live stream content, we will collect and use your records of following, liking, favoriting (starring), interacting, browsing, forwarding, sharing, rewarding, your reading records of Official Accounts, Service Accounts, and Sticker Accounts, usage records of Games, and Recent Searches within Weixin to optimize your user experience and provide you with personalized content. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services by tapping "Discover" - "Channels" - person icon in the upper right corner - "Settings" - "Personalized Recommendations" - “Videos and Photos” and “Live Streams” toggles.

To achieve the purpose of recommending local content or live stream content in the same city to you, we will collect your location information after obtaining your consent. When you use the Channels feature, if you do not consent or withdraw authorization, location-related functions may become unavailable, but this will not affect your normal use of other features of Weixin.

You may proactively recommend video content or comments to your friends (e.g., via Likes (Heart)). You may cancel the like, after which the content will no longer be recommended to your friends. You may also unfollow Channels or un-favorite (un-star) video content. When you use the live stream reservation feature, we will collect your reservation records to remind you to watch the live stream on time; you may cancel the reservation at any time.

1.17 When you comment on, private message, like, or follow a Channels user, or when you are watching or rewarding a live stream of a Channels user, your Weixin Contact Card will be displayed to that Channels user, and your profile photo, name, and comments will also be displayed to other users. You may choose to use your Weixin account, Channels account, or create a new identity to watch live streams or interact via private messages. You can also hide Channels you do not wish to see, hide liked videos by certain contacts, or hide your liked videos from certain contacts. You can access "Interaction History" to view the video content you have followed, liked (starred), or favorited, as well as messages and private messages.

1.18 When you create a Channels account and publish content, the Channels name, profile photo, gender, region, bio, cover, verification information, blocked list, linked Official Account, Service Account, or WeCom account that you set, the videos, live streams, images, text, audio, location, links that you publish, and the metadata contained in the content you publish, as well as comments, interactions, message notifications, and other information related to you, will be collected. Your Channels ID will be displayed. Meanwhile, when you publish video content or live stream content, we will request the camera, photos, microphone, or location permissions according to the features you wish to use and based on the scenario. If you do not consent to or withdraw authorization, you will not be able to use the corresponding features, but this will not affect your normal use of other features of Weixin. You may change information such as your Channels name, profile photo, gender, bio, cover, and blocked list, set the visibility of your Channels content, and delete content you have posted. On the Channels Settings page, you may choose whether to show your Channel on your Weixin Contact Card.

1.19 When you publish video content or live stream content, or link an Official Account, you are required to undergo real-name verification based on the requirements of relevant laws and regulations and identity verification needs. Real-name verification services are provided by Tenpay. If you refuse real-name verification, you may not be able to obtain relevant services, but this will not affect the normal use of other features. In addition, to safeguard the security of Channels accounts, if we determine that your account, usage environment, login device, or login/usage behavior, etc. presents risks, or if other circumstances exist that may affect account security or suggest use by someone other than yourself, we will require you to provide your real name and ID card number and verify your identity via "face recognition" to confirm that the operation is performed by you personally. We only obtain the verification result and do not retain relevant information, unless Tencent separately obtains your consent in accordance with laws and regulations. The aforementioned information contains sensitive personal information; you may refuse to provide it. If you refuse, you may not be able to obtain relevant services, but this will not affect the normal use of other features. If the video or live stream content you publish is tagged with location information, it will be recommended to users with authorized location permissions near that location, users in the same city, etc. You can remove the tagged location information by tapping "…" in the upper right corner of the video page - "Modify" - location bar. Once removed, the content will no longer be recommended based on location information.

1.20 When you perform account certification for a Channels account, manage live stream income, bind with institutional users, participate in live streaming tasks, or join various activities hosted by us, we may process your information, and we will separately inform you of the corresponding rules and obtain your consent in the relevant scenarios. When you use Channels to live stream games or mini games, we will also process your information in accordance with the Notice on Channels Game Live Streaming.

1.21 You may access the "Privacy" settings on your Channels homepage and select "View and Export My Information" to review your account and certification information, etc., and export relevant information according to the instructions.

1.22 When you authorize Weixin Games (Weixin Games refers to the game-related services and functions provided by Weixin to users, including the "Discover - Games" module and the Weixin Games feature) to use your game account information (including login information, character information, and match data), and game friend relationships, we will collect and use such information in scenarios such as friend rankings, battle record services, game communities, game news, and “Friends are playing” in Weixin Games. You may choose the visibility range of such information or choose not to display it to friends; opting not to display it will not affect your normal use of other features of Tencent Games, Mini Games, and Weixin Games.

To better provide you with relevant services, we will also automatically analyze through computer programs the aforementioned information, as well as operation records when using Mini Programs under the Games category (also referred to as "Mini Games" in these Guidelines) - such as login, browsing, using, adding to/removing from "My Mini Programs", and Floating Window management (adding to/removing from/closing Floating Window) - and your game-related search history within Weixin, to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services by tapping "Discover" - "Games" - person icon in the upper right corner - gear icon in the upper right corner - "General Settings" - "Accept Personalized Recommendations" toggle.

1.23 You can set up your Profile Card in Weixin Games. During the process of setting up your Weixin Games Profile Card, we will collect information that you proactively fill in or set for this feature, such as your profile photo, name, life photo, bio, gender, birthday, and region (at this point we will apply to obtain your location to quickly display your region; you may also refuse authorization and not display the region).

Once successfully set, the aforementioned information you filled in or set will be used solely for the Weixin Games Profile Card feature within Weixin Games, so that you can better interact with other users (other users will be able to follow you or interact with you via the “Greeting” function through your Weixin Games Profile Card), and obtain personalized game gift packs (such as birthday gift packs). Such information will not be used for other scenarios, nor will it be used for determining the ownership of the Weixin account's right of use and for real identity information authentication, etc. You may choose not to set up your Weixin Games Profile Card, which will not affect your normal use of other features of Tencent Games, Mini Games, and Weixin Games.

1.24 When you use the Status feature, we will collect the content you publish and the status icons, backgrounds, and locations, etc. that you voluntarily select for display to other users, which is necessary to realize this function. Within the display period of specific Status information (for the validity period of the Status display, please refer to the prompt in the Status setting interface), we will display such information based on your choice of whether to make it public. You may also delete your Status at any time to remove such information. Unless you choose otherwise or in compliance with requirements of relevant laws and regulations, we will not provide the aforementioned Status information to external parties or use it for purposes other than this feature.

1.25 When you use the Listen feature, to provide you with the Listen feature service, optimize music playback, and recommend music you may be interested in, we will collect and use your usage records in Listen (including interaction and operation records such as visiting, playing, liking, sharing, listening, commenting, favoriting, creating playlists, clicking, posting, etc.), usage records within Channels, Official Accounts, Service Accounts, and Sticker Accounts (including interaction and operation records such as following, visiting, reading, playing, searching, liking, sharing, commenting, favoriting, clicking, posting, etc.), as well as your music search history within Weixin. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services by tapping "Me" - "Settings" - "General" - "Listen" - "Personalized Recommendations" toggle. If you choose to disable it, we will not use the aforementioned information to provide you with personalized services (for example, you will not receive personalized music recommendations), but we may still provide non-personalized recommendations to you based on statistical data, service hotspots, and current trends and tendencies using corresponding computer programs (including ranking algorithms, etc.).

Music content that you have liked (Heart) will also be recommended to your friends. You can cancel the like, after which it will no longer be recommended to your friends.

1.26 When you use the Ask feature, in order to provide you with more personalized content, we will collect and use your operation records in Ask such as reading, commenting, liking/disliking, forwarding, favoriting, recommending, sharing, question following, and participating in interactions, your operation records of following and reading within Channels, Official Accounts, Service Accounts, and Sticker Accounts, as well as your search history and IP address. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services by tapping "Discover" - "Search" - "…" in the upper right corner to enter the Privacy and Feature Management page - "Ask" - "Personalized Q&A Display" toggle.

1.27 When you use the Weixin Stickers feature, to facilitate your use and discovery of new stickers, we will collect and use your sticker information (including paid stickers), such as sticker images, additions, and usage records. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services on the sticker management page via "Me" - "Stickers" - gear icon in the upper right corner.

1.28 To provide more convenient, high-quality, and personalized services, we will collect and use data from your Channels views and interactions, playbacks, previous ringtones, shared and favorited music, and friends’ ringtones. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services that may interest you or your friends. You can manage personalized recommendation services via "Me" - "Settings" - "Notifications" - "Ringtone for Incoming Calls" - "Change" - "…" in the upper right corner - "Personalized content recommendations" toggle.

1.29 When you use Weixin's Favorites feature to store various types of information, such information will be uploaded and stored on our servers so that you can use it when logging in to Weixin on other devices, which is necessary to achieve the Favorites feature. We will store your favorited information in an encrypted manner, and you may delete it at any time. Unless you choose otherwise or in compliance with requirements of relevant laws and regulations, we will not provide the aforementioned information to external parties or use it for purposes other than this feature.

1.30 To provide you with relevant products and content from Weixin Stores that may interest you, we will collect and use your records of following, liking, favoriting (starring), interacting, browsing, forwarding, and sharing in scenarios within Channels, Official Accounts, Service Accounts, and Sticker Accounts, as well as your search history regarding products and stores within Weixin. We will automatically analyze the aforementioned information through computer programs to predict your preference characteristics and provide personalized services or display personalized search results that may interest you or your friends - for example, recommending stores or products that may be of interest to you or your friends, or adjusting the ordering of recommended stores or products (including display and ordering in the information feed or search results, etc.). You can manage personalized recommendation services via "Me" - "Stores and Cards" - "…" in the upper right corner - "Settings" - "User Agreement and Privacy" - "Personalized Recommendations" toggle. For personal information processing rules when using the Weixin Stores feature, please refer to the Weixin Stores Privacy Policy.

1.31 When you use the Cards feature, we will collect your location information after obtaining your consent to recommend local services associated with cards or coupons near you, or to facilitate your use of the bus transit card services in your city. Refusing to provide such information may prevent you from using the aforementioned features or achieving the intended effects of the location-based services described above, but will not affect your normal use of other features of Weixin.

1.32 You may fill in your gender, region, What’s Up, Tickle, address, fapiao title, etc. in your Profile. This information will be uploaded and stored on our servers so that you can use it when logging in to Weixin on other devices or display the corresponding information to other users in relevant functional scenarios. You may also modify or delete such information.

1.33 When you use Weixin's Group Chats feature, information such as the group name, group notice, alias of group members, group settings, remark, and the chat background image you set will be stored on our servers, which is necessary to achieve this feature. Your profile photo, name, etc. will also be displayed to group members.

1.34 We do not collect your chat history. Your chat history in Weixin is stored on your terminal device; you may choose to back up, delete, or transfer it across different devices.

1.35 Third-party services within Weixin services are provided by external third-party entities, and we are unable to obtain information generated during your use of such third-party services. However, if you have explicitly consented to the third party obtaining your location information, the third party will obtain the relevant information through a Weixin API. Refusing to provide such information will only prevent you from using the aforementioned third-party services, but will not affect your normal use of the features of Weixin.

1.36 If you contact our customer service, we may require you to provide necessary personal information for identity verification to ensure the security of your account. To provide services in response to your requests and upon your authorization, customer service personnel will need to query or verify your relevant information within the scope of your authorization. We will take technical and management measures to safeguard the security and confidentiality of your information to the greatest extent possible, and use it within the necessary scope. We may also retain your contact information (mobile phone number, Weixin ID, QQ number, or other contact information you use or proactively provide), your communication records and content with us, and other necessary information, to provide and record customer service for you.

1.37 To provide you with real-time information services (such as receiving real-time messages), ensure the stable operation of services, and ensure that you can receive information within Weixin through widgets after adding desktop widgets related to Weixin services, we will initiate auto-start behavior when your device status changes (e.g., after startup, widget updates, task scheduling, etc.) within the scope necessary to achieve the services.

1.38 Furthermore, in accordance with relevant laws, regulations, and national standards, we may process your relevant personal information without seeking your authorized consent in the following circumstances:

a) Where it is necessary for the personal information processor to fulfill statutory obligations or duties;

b) Where it is necessary for the conclusion or performance of a contract to which you are a party;

c) Where it is necessary to respond to a public health emergencies, or to protect the life, health, and property safety of natural persons in an emergency;

d) Processing personal information that you have disclosed on your own or that has otherwise been lawfully disclosed within a reasonable scope in accordance with the law;

e) Other circumstances provided for by laws and administrative regulations.

1.39 We may use the information collected during your use of a particular feature or service in another feature or service to provide specific content to you or your friends. This includes displaying advertisements (you can manage the personalized ads provided to you by Weixin via "Me - Settings - My Information & Authorizations - Personalized Ads"), providing information security-related prompts for content you have read, generating indirect user profiles based on feature tags and providing more precise and personalized services and content, and protecting user rights and interests or safeguarding the security of the Weixin ecosystem, etc.

1.40 To ensure the security of services and help us better understand the operation of our applications, we may record relevant information such as the frequency with which you use the application, crash data, overall usage, performance data, and the source of the application. We will not combine the information we store in the analytics software with any personally identifiable information you provide in the application.

1.41 To provide you with certain features of Weixin, we may use your device's sensor information within the necessary scope to realize specific functions. For example, to use the "Open in browser" feature, we use the accelerometer sensor to identify whether the screen is rotated and determine whether to display the web page in landscape mode. For details, please refer to the Details of Weixin Sensor Usage Scenarios.

1.42 When you copy and paste information in Weixin, we will apply to use your Clipboard. We only identify the Clipboard content locally and will not upload the information from your Clipboard to our servers.

1.43 If we use your personal information beyond the scope of the authorized purposes or a scope that is directly or reasonably related, we will inform you again and obtain your express consent before processing your personal information.

1.44 Please note that currently we do not proactively obtain your personal information from third parties outside of Shenzhen Tencent Computer Systems Co., Ltd. If we need to indirectly obtain your personal information from a third party due to future business development, we will explicitly inform you of the source, type, and scope of use of your personal information prior to obtaining it. If the personal information processing activities required for our business exceed the scope of the authorized consent you originally provided when providing personal information to the third party, we will obtain your express consent before processing such personal information.

Furthermore, we will strictly abide by the provisions of relevant laws and regulations and require third parties to guarantee the legitimacy of the information they provide.

2. Information Storage

2.1 Location of Information Storage

In principle, we will store user personal information collected within the territory of Chinese Mainland in Chinese Mainland in accordance with the provisions of laws and regulations. When you communicate and socialize with WeChat users, to provide services and safeguard security, your basic account information (such as profile photo, name, region) and information generated from using the features (such as Moments visibility settings, What’s Up, and Status) may be viewed by WeChat users. Some information generated from your use of features (such as Group Chats group name, group notice, and interaction information on the Moments of WeChat friends), as well as information for safeguarding the security of user accounts (such as complaints and reports), may be transmitted to the operator of WeChat and will be encrypted during transmission. The operator is WeChat International Pte. Ltd., based in Singapore. You can click here to select "Other Issues" to contact them or exercise your personal information protection-related rights against them.

When you use Mini Programs, Official Accounts, or Service Accounts from overseas service providers, or log in to and use the websites or applications of overseas service providers via Weixin’s authorized login capability, we will provide your personal information to the service provider after obtaining your express consent, within the scope agreed upon in the interaction page. In addition, the service providers of the Official Accounts or Service Accounts you follow or interact with can view your profile photo, name, and interaction information. You can learn about the service provider's entity information through the “More Info” page of a Mini Program, the homepage of an Official Account or Service Account, or the official channels of third-party websites or applications. You can also contact the service provider or exercise your personal information protection-related rights against them via the privacy protection guidelines link in "Service Privacy and Data Tips" on the “More Info” page of the Mini Program, the "Private Message" feature on the homepage of an Official Account or Service Account, or the official channels of third-party websites or applications.

Where it is indeed necessary to provide your personal information outside of Chinese Mainland due to the aforementioned scenarios or business development needs, we will comply with the relevant laws and regulations of China and apply our best efforts to adopt corresponding measures to safeguard the security of your personal information.

2.2 Period of Information Storage

In general, we only retain your personal information for the period necessary to achieve the purpose and within the storage period prescribed by laws and administrative regulations. For example:

Mobile phone number: Regardless of whether you register a new Weixin account via a mobile phone number or with the assistance of an existing Weixin account, if you need to use Weixin services, we need to retain your mobile phone number (including the initial registration mobile phone number, the linked mobile phone number, etc.) at all times to ensure your normal use of the service. When you cancel your Weixin account, we will delete the corresponding information in accordance with the law;

Moments information: When you post Moments information, we need to retain it to ensure your normal use of the Moments feature. When you delete your Moments information, we will delete the corresponding information.

When our products or services cease operations, we will notify you in the form of push notifications, announcements, etc., and delete your personal information or perform anonymization within a reasonable period. (In these Guidelines, "anonymization" refers to the process of technically processing personal information such that the personal information subject cannot be identified and the processed information cannot be restored. Information obtained after anonymization does not constitute personal information.)

3. Information Security

We strive to provide security guarantees for users' information to prevent loss, improper use, tampering, unauthorized access, or disclosure.

We will use various security protection measures at a reasonable security level to safeguard information security. For example, we will use encryption technologies (such as SSL), de-identification, anonymization, and other means to protect your personal information.

We enhance the security capabilities of the software installed on your device through continuously improving technical means to prevent the leakage of your personal information. For example, for secure transmission, we will perform part of the information encryption locally on your device; to prevent fraud, account theft, impersonation of others, and other illegal acts, and to conduct security inspections, we may analyze and utilize data such as device identifiers (OAID), login IP addresses, operation logs, and location information, to adopt security measures or provide security reminders, etc.

We establish dedicated management systems, operating procedures, and organizations to safeguard information security. For example, we strictly limit the scope of personnel who can access information, require them to comply with confidentiality obligations, and conduct audits. In addition, Tencent also establishes an independent body primarily composed of external members to supervise our personal information protection.

In the event of a security incident such as a personal information leak, we will initiate contingency plans and remedial measures to prevent the security incident from escalating and fulfill relevant reporting and notification obligations in accordance with the law.

At present, Weixin has passed the classification, filing, and annual assessment under the National Cybersecurity Multi-level Protection Scheme (Grade 3) and has met the requirements of international authoritative certification standards such as ISO27001 and the international information security management systems in terms of information security, and has obtained the corresponding certifications.

We will do our best to protect your personal information. However, please understand that no security measures can be flawless.

4. Information Sharing

4.1 For purposes such as placing advertisements and evaluating or optimizing advertising effects, we need to share some of your data with third-party partners such as advertisers and their agencies. We require them to strictly comply with our measures and requirements regarding data privacy protection, including but not limited to processing pursuant to data protection agreements, letters of undertakings, and relevant data processing policies, to avoid identification of personal identities and safeguard privacy security. 4.2 We will not share with partners information that may be used to identify you personally, unless you have given your express authorization.

4.3 When you use the Weixin login feature on a website or application operated by a third-party entity, we will provide your personal information to such third-party entity; the specific scope of external provision shall be subject to what you confirm on the interaction page. Beyond that, we will not provide your personal information to such third-party entities without obtaining your express consent. You can view the list of applications you have authorized and manage or revoke your authorized information via "Me - Settings - My Information & Authorizations - Authorizations".

4.4 To ensure the realization of certain independent features so that you can use and enjoy more services and functions, we will embed third-party SDKs in the application and prudently evaluate the purpose of using such SDKs. To learn more about the purpose, method, and scope of SDKs processing personal information, please refer to the Information Shared with Third Parties.

As our business continues to develop, we may engage in transactions such as mergers and divisions. If such transactions involve the transfer of personal information, we will inform you of the relevant circumstances and continue to protect your personal information in accordance with laws and regulations and standards no lower than those required by these Guidelines, or require the new processor to continue protecting your personal information.

5. Your Rights

During your use of Weixin, to facilitate your access, copying, correction, and deletion of your personal information while safeguarding safeguard your rights to withdraw consent for personal information processing and cancel your account, we have provided corresponding operational settings in our product design. You may refer to the guidelines below for operation. In addition, we have established channels for filing complaints and reports, and requesting explanations, and your opinions and requests will be handled in a timely manner.

If a Weixin user unfortunately passes away, their close relatives can contact us through the official Tencent Customer Service channels to obtain relevant guidance for exercising the lawful and legitimate rights and interests prescribed by law.

6. Changes

We may revise these Guidelines from time to time. When significant changes occur to the terms of these Guidelines, we will display the revised Guidelines to you via push notifications, pop-ups, or other appropriate forms that comply with legal requirements during login or version updates.

7. Protection of Minors

We attach great importance to the protection of personal information of minors. In accordance with the provisions of relevant laws and regulations, if you are a minor under the age of 18, you should obtain prior written consent from your parent or legal guardian before using Weixin services. If you are a guardian of a minor and have questions regarding the personal information of the minor under your guardianship, please contact us via the methods disclosed in Chapter 9 of these Guidelines.

In particular, if you are a child under the age of 14, we have specifically formulated the Children's Privacy Protection Statement for you. Children and their guardians should also carefully read the Children's Privacy Protection Statement before completing account registration for a child under the age of 14. A child under the age of 14 may use Weixin services only after obtaining the guardian's consent to the Children's Privacy Protection Statement.

8. Miscellaneous

8.1 Tencent's Privacy Policy is a general privacy term universally applicable to Tencent, and the user rights and information security protection measures stipulated therein are applicable to Weixin users. In the event of any inconsistency or conflict between Tencent's Privacy Policy and these Guidelines, these Guidelines shall prevail.

8.2 Under certain specific services or features of Weixin, we may separately inform you of the purposes, methods, or scope of processing personal information through interactive copy, product interfaces, or pop-ups, etc. Where the separately informed content is inconsistent with these Guidelines, the separately informed content shall prevail.

8.3 The Children's Privacy Protection Statement is the information protection rule applicable to child users under the age of 14. Within the scope of application of the Children's Privacy Protection Statement, in the event of any inconsistency or conflict between it and Tencent's Privacy Policy or these Guidelines, the Children's Privacy Protection Statement shall prevail.
